Before registering for the on-line course please view the requirements below:

You will be participating live, online, on a set schedule

All course presentation times are PST (Pacific Daylight Time) UTC/GMT -8 hours Pacific Time.


You need a computing device with a webcam, and microphone.  We need to see you, and we need to hear you.  No smart phones, the screens are too small.  iPads and tablets are acceptable, laptops, and desktops are preferred.

Internet Connection:

Reliable, broadband internet connection. Keep gaming, and Netflix watching by other users of the connection to a minimum to ensure a consistent connection.

Learning Space:

You must be in a distraction free space for the duration of each class. Background interruptions, such as family, pets, office traffic, street noise should be mitigated to the maximum degree possible.  You should place a sign someplace conspicuous to warn those around you that you are in a class, and that anyone within camera range can and will be seen and heard.


You must me logged into the classroom 30 minutes before class begins for roll call and attendance logging.  This is a requirement for class participation, and mandated by the United States Coast Guard.  This will also allow for enough time for any communication with instructors to troubleshoot any connection problems before class begins.

Student Study Guides and Training Chart:

You will receive your Student Study Guides and Training Chart via USPS three (3) days before class begins.  These Items are non refundable, and are valued at $350.00 USD.  Should you cancel your enrollment to the class, this must be done one week before class starts, or you will be charged for your student materials.

All USCG Licensing exams are conducted in house.

*Non citizens holding a valid green card are eligible for six-pack licenses applicable on vessels of not more than 5 tons

• 18 years of age (19 for Masters)

• A minimum of 360 days of sea experience on Inland or Near Coastal waters applicable for evaluation. A “day” at sea is anything more than four hours in a twenty-four hour period.(for details go to:“Documenting Sea Time” USMA will guide you through the formalities of documentation. Prior to registering for class however, you should “rough out” your sea time to be reasonably sure that you meet the minimum 360 day requirement.

•TWIC card (go to: “Communications” button on Home Page”. This is NOT a prerequisite, but will have to be obtained before applying for licesnse.

• Birth Certificate or Valid Passport

• Remember: The first night of class is on us with no obligations! We will cover all the particulars of the licensing process and documenting your sea-time.

Documenting Sea Time

Prior to the start of class, you should begin organizing your sea time. Practice by using the sea time forms USCG Sea Time Form as a guide. We will be formalizing your time in class, so use this only as a rough draft.


Review the following to get a feel for Sea Time requirements and how to document your time.

  • You are trying to accumulate a minimum of 360 days of sea time (720 days with 360 on Near Coastal for a Master Near Coastal.
  • 90 days of the total must be within the last 3 years (recency clause)
  • One “day” is considered a minimum of 4 hours underway in a 24 hour period. Time at anchor or dock is not considered.
  • The time you are acquiring is an estimate based on log books or memory
  • You may use time acquired since your 16th birthday
  • You may use time on your own vessel (proof of ownership will be required i.e. an old registration or bill of sale), private or commercial vessels.
  • Time on working vessels or friends vessels may be documented by using the USCG Sea Time Form or a letter with the information. See: Sample Sea Service Letter
  • Make sure you include the registration number or documentation number of each vessel used. The Coast Guard will not accept forms without vessel ID #
  • Use a separate form for each vessel. See: USCG Sea Time Form
  • For Gross Tonnage see Determining Gross tonnage and work the formula for the type of vessel
  • Identify the waters (Inland or Near Coastal) that the vessel was on for evaluation.
  • Begin with the most recent experience first and work backwards in time until you have accumulated 360 days (or 720 if Master Near Coastal) Remember: 90 days must be within the last three years.
  • Going beyond the 360 (or 720) days required is to no avail. Use time that is easiest to document (your own vessel) first.
  • Time acquired on vessels larger than 300 tons will not be considered.
  • Time on rowing vessels will not be considered.
  • Time acquired on military vessels is up to 60% applicable. Your local Coast Guard REC will provide you with forms for military time.

Preparing for Class

  • Register to reserve your place in class, or the orientation
  • We will ask for proof of citizenship
  • Find your Birth Certificate or Passport. Apply locally for certified copies if necessary.
  • Start organizing your sea time. This will be thoroughly discussed the first night, but begin outlining. This can be a complicated process, but here are the basics:
  • You are trying to accumulate a minimum of 360 days of sea time. See Documenting Sea Time. This may be on your own vessel (easiest) or on a friend’s, family’s, or working vessels. One day is considered four or more hours. An afternoon cruise would suffice.
  • Your time must be on either Great Lakes, Oceans, or Navigable Rivers/Lakes.  Time on small interior lakes or rivers may need further approval by the Coast Guard.
  • You may use time obtained since your sixteenth birthday. Ninety days of your time, however, must be within the last three years. This is a Coast Guard recency clause and may be difficult for those of you operating in seasonal waters. Remember, the Certificate of Training you receive upon graduation is valid for one year. This allows for time to conform to the recency requirement by accumulating additional time before turning in your Coast Guard License Application.
  • You must show proof of ownership for your own vessel if it is to be used for sea service time. This is usually in the form of a state registration or a bill of sale. If you are using time on a vessel you owned previously, then contact the state registration department and request a copy for verification of your old registration.
  • If you are using vessels other than your own, the owner must write a letter with complete information concerning your time and the vessel. If it is not on their company letterhead they must notarize it. It is wise for you to complete the information in letter form so that they can either have it notarized or retype it on their letterhead. Begin this process early! A sample letter may be found at Sample Sea Service Letter
  • Begin to outline your 360/720 days. Use the Sea Service Form.Make a quick calendar noting the number of days for a particular month in a given year. For example: June/1992:4 days; 1993: 10 days and so on. Total the days. Do this for each vessel you are using until your time totals at least 360 days. Use recent time first and work backwards. Remember 90 days should be in the last three years.  Also note the waters that the vessel was operated upon, the registration number or documentation number.
  • Remember, we will be formalizing this process in class so don’t get to carried away!


OUPV & Master 100 Ton Coast Guard Evaluation

The following checklist is everything you need to apply for your 100 Ton OUPV & Master license.

You will receive all of the forms and checklist upon registration.  This is a complete list and will satisfy all Coast Guard requirements for evaluation for 100 Ton OUPV & Master License. We urge to to use it in leiu of the Coast Guard checklist in that theirs includes requirements for many types and levels of licences and can become a bit confusing when trying to extract information pertinent only to OUPV & Master 100 Ton licenses.

These items should be compiled, copied (for your records) and presented in person to the REC you are dealing with. Two forms of personal identification will also be needed when turning these in at the REC. You may schedule on line appointments by going to http://www.uscg.mil/nmc/rec_information.asp and selecting your local REC.

On line appointments for REC


As part of the ongoing merchant marine licensing centralization project all RECs are now set up for on-line appointments. Mariners desiring an appointment at an REC (including Seattle) may do so by first clicking on the link above, then clicking on the appropriate state where the REC of their choice happens to be located. So for example, to make an appointment at REC Puget Sound (Seattle), first click on the link, then on Washington State, which then maps you to our particular REC’s web page, which then contains a link for appointments.

As stated on the web page, mariners are highly encouraged to make an appointment prior to coming to the REC. In other words, those who took the time to make appointments will take priority over walk-ins.



Original Licensed captains will need to apply for and obtain a Transportation Workers Identification Credential. TWIC is basically an ID card. Information is available at the site above. Hint: go to TWIC FAQ’s and scroll down to find locations of enrollment centers. You also can pre register and facilitate the process for a smaller fee. You will need to bring your SS card, Drivers License or Passport or Birth Certificate. In most cases, you may show up at the TWIC center on a first come basis.

A receipt for your TWIC card is accepted for application filing.

Currently there is a 6 week turn around and fees are $129. Renewals are currently $60 (every 5 years). It is NOT required that you renew your TWIC – and if you opt for this then go to “Downloads” for waiver form.

On line status of your License application


Here’s a new feature that allows either individual applicants (and/or employers of same) to check on the status of one’s merchant marine application on-line. Simply follow the below steps:

Captain Jeffrey Sanders

The United States Maritime Academy was founded in 1987 by Captain Jeffrey Sanders in Honolulu, Hawaii. Captain Sanders sailed throughout the islands preparing hundreds of mariners with his unique style for their Coast Guard Captain’s License examinations. His students passing rate was extremely high by national standards and his reputation grew.

In 1993 He sailed his vessel ‘orpheus to Puget Sound and expanded USMA to the Northwest and the Great Lakes.

In 1995 Captain Sanders was chosen to be amongst the first instructors in the country to teach approved license training classes in lieu of Coast Guard examination preparation. For the first time in maritime history students could receive their Captain’s License without sitting for Coast Guard examinations. In 2002 he collaborated with Captain Roger Slade to write four textbooks and a complete curriculum for OUPV and Masters 100 Ton Coast Guard License training. These were approved in the first round by the National Maritime Center, Dept. of Homeland Security in 2003. U.S. Maritime Academy is presently assembling a core of professionals to offer its unique style of License training throughout the United States and to carry on the USMA philosophy.

U.S. Maritime believes that your training for 100 Ton Licenses should be the most thorough of all your maritime education endeavors. Therefore we have made it our specialty. In many cases it will be your first (and perhaps last) formal exposure to the nuts-and-bolts of the Coast Guard Licensing requirements: Chart Plotting; Navigation General; Rules of the Road and Deck General/Safety. No matter how far you go up the licensing ladder, you will never embrace these subjects as completely as you will for your 100 Ton License. This is where it all starts. We believe complete comprehension of these areas paramount to your success on the water.

Our philosophy reflects our commitment to students to learn this material well. USMA does not believe in the “computer cram approach”. Our program is spread out over weeks rather than days. We wrote our own textbooks and use established maritime publications as references so that students will become familiar with literature that will become part of their on-board library for the rest of their lives. We are educators first and hope to instill in our students a curiosity in their chosen field that will encourage them to continue their maritime education and apply it on the water.
